Rising to take the title of Emperor of Verath after the death of Cladius Valarian in 212 PB, very little is known about Gnaeus Bestia Nos Validus. He is reported to rule from the City of Rhoum in Verath.

By order of Gnaeus Bestia Nos Validus, Emperor of Verath, the following Barons and Baronesses are called to the court of Verath to stand before the Emperor and give an accounting:

James West of the Barony of Ebrus

The Emperor has granted this request, and summons the afore-named to bring with them the greatest of their warriors and most powerful of their mages. Their greatest strategists and most cunning assassins. The field of battle will be your test, and if you are able to prove yourselves you may yet be allowed to continue to rule under the Emperor. Our Pale Enemy has challenged the Empire, they will soon learn of the error they have made.
The Empire does not recognize MutT or Aleric Falconcrest as legitimate rulers in Terath, as such they are not called before the Emperor. Let it be known that while the Empire does not recognize their claim, neither does it challenge it at this time.
As not to leave Terath vulnerable to attack, the Emperor appoints Aleric Falconcrest and MutTas Provisional Praetorian Guards of Terath. No titles are given, and the laws set forth by the Empires previous sanctioned representative, Octavia Lucius, are to stand inviolate. The sovereign territory of each Barony is to be honored, and there is to be no open war without a petition to the Emperor.

The following decree was made during the 214 Terathian Royal Winterfest celebration –
Three years ago, a petition was made to the Empire to allow the denizens of Terath to prove their worth. The Emperor granted this request, summoned the leaders of Terath to the field of battle, and has now decreed that the baronies of Terath are worthy to be recognized as Kingdoms within the Rhouman Empire.
By order of Gnaeus Bestia Nos Validus, Emperor of Verath, the following Barons and Baronesses are hereby recognized as Kings and Queens in Terath:

MutT of The Kingdom of Westerland
Aleric Falconcrest of The Kingdom of FalconcrestThe Emperor also recognizes the Barony of Ebrus, the Barony of Narovo, and the Barony of Hadrianus as Kingdoms of the Empire, and though The Emperor does not currently recognize the right of any ruler within those lands, nor does he challenge these claims.
Upon Embla Vanir, The Emperor Gnaeus Bestia Nos Validus bestows his trust and authority, naming her High Queen of Terath, Most Serene Highness, Regina of the Lands and Air. The High Queen rules with the blessing of the Rhouman Empire. Under her rule, the sovereign territory of each kingdom is to be honored, and there is to be no open war without petition.
King MutT and to King Aleric Falconcrest are hereby formally recognized as Praetorian Guards of Terath, and The High Queen is hereby anointed with the right to name a Steward of Rhoum, a Grand Marshall of Rhoum, and a High Wizard of the Rhouman Guard.
The Rhouman Empire stands witness to the words of Rhoum The Peacebringer, and formally recognizes the capital of Terath under the name of The Broken City until such a time as it becomes a true bastion of the empire once more. The Peacebringer is hereby summoned to Verath by imperial order, to stand an speak before The Emperor.
Know that The Pale Enemy has been quelled for a time, but has not been defeated. Be vigilant, for a black tide comes.
